The South African Petroleum Industry Association (SAPIA) was formed in July 1994 by 6 of South Africa's refining and marketing companies:

to represent the common interests of the petroleum refining and marketing industry in South Africa; and to promote understanding of the industry's contribution to economic and social progress with all stakeholders. Zenex Oil (Pty) Ltd has since become a part of Engen Petroleum Ltd and is no longer a member. Sasol Ltd and TEPCO Petroleum (Pty) Ltd joined SAPIA during 2000. Mossgas (Pty) Ltd became a member of Sapia in 2001. With the formation of PetroSA (Pty) Ltd in 2002, PetroSA replaced Mossgas as member. TEPCO Petroleum (Pty) Ltd became part of Shell South Africa (Pty) Ltd during 2002.
